Sad songs for me depend on my mood... I've know certain songs be uplifting sober but depressing while drunk and vice versa. Events in your life can change the way you interpret the lyrical content. Musicially, songs in the key of A Minor have a natural sad feel to them.
At the end of a broken relationship I tend to dig out every rock ballad I can find but I'm sure I won't have to do that any more
Mark Slaughter ballads tend to swap between bad ass or sad depending on mood:
British rock/pop band "All About Eve" have a somber melancholic mood:
The entire album "Pretty Hate Machine" by Nine Inch Nails can be extremely depressing, especially if you interpret the lyrics to be about the rise and fall of a deep relationship. Seeing the cover art, my girlfriend has just commented "Nobody can listen to that album without ending up dangling from something".

Well, in a way...Good mood, bad mood, depressed mood, just got laid & happy as hell mood--They're all made better with a sad song. Am I crazy or what?
I wish this topic was brought up in the all-music forum because I've got some favorites from other genres.
